(NewsNation) — Both current and former officials have expressed concern after a team led by Elon Musk gained access to the Treasury’s payment systems, which contain sensitive information pertaining to millions of Americans.

The White House has stated that Musk, a South African tech billionaire, possesses a security clearance for this access; however, such access is typically limited to a select few senior officials due to the sensitive nature of the data involved.

What is DOGE?

President Donald Trump established the Department of Government Efficiency (DOGE) through an executive order, rebranding the former Office of Digital Services and relocating it from the Office of Management and Budget to the Executive Office of the President.

The office is designated with the task of modernizing government technology, with Trump appointing Musk, who leads DOGE, to also oversee financial reviews.

Why has DOGE been controversial?

From its inception, DOGE has faced controversy. Although it does not function as an official agency or possess Cabinet-level status, it has been treated with similar authority. As it is not an agency, Musk has not undergone the usual Senate confirmation process required for such powerful positions.

Classified by the White House as a special government employee with a limited contract, Musk is exempt from certain regulations concerning financial disclosure and transparency.

DOGE has independently altered operations in various agencies, particularly USAID, which is responsible for international humanitarian aid. After accessing the systems, DOGE placed most employees on administrative leave, recalled those overseas, and restricted access for staff to the Washington, D.C., office.

Both Musk and Trump have labeled the agency as “criminal” and a “fraud,” yet no evidence has been presented to substantiate these accusations.

What information does DOGE have access to?

The Treasury Department’s payment systems manage funds for federal grants, Social Security and Medicare payments, tax data, and payments to government contractors.

This means DOGE staff have access to the Social Security numbers of millions of Americans, along with sensitive tax details and banking information for direct deposits.

Trump and Musk assert that DOGE is performing a financial audit. However, such audits typically do not require direct access to the payment systems. Trump also dismissed the inspector general responsible for auditing government programs, who has considerable expertise in this area.

What could DOGE do with that information?

The Trump administration claims that Musk has only read-only access to this system, yet critics remain concerned about the potential actions Musk could take.

Theoretically, with access to the payment system, DOGE could halt any payments the administration decides to terminate. This could encompass broad actions, such as cutting funding for school lunch programs, or specific ones, like determining which individuals might receive or be denied Social Security payments.

DOGE also has information related to government contractors, including a “Do Not Pay” list which prohibits ineligible entities from receiving federal funding.

Under Musk’s leadership, with his companies being major beneficiaries of government financial support, DOGE could potentially blacklist competitors, rendering them ineligible for contracts or removing companies owned by allies from existing blacklists.
